I don't think we can know for certain which team is better here tbh. Nobody expected Ferrari to be fast in COTA and Mexico and they still won.

I think so, but I think they were absolutely mighty at the end of their stints since they are so kind on their tires. I can imagine a completely wet race would work in their favour massively.

Yeah, as I remember they were really slow when it was full wet, and then became fastest on a semi-wet drying track.

Mclaren are in different league in wet this year, pretty much all year and even Mercedes might be better. Don't let qualifying in Spa make you think Max has any chance in wet. It was only due to three factors: Red bull high downforce package, Max individual superiority at his favourite track, and of course underperfromance of both Mclaren drivers in Q3.
At Silverstone Max wasn't amongst the fastest cars in wet, he got to P2 in the final part of the race when it was dry due to perfect execution of strategy and rivals making mistakes.

Max is an absolute beast in the wet, especially in Sao Paulo (see Brazil 2016).

Norris is a great wet driver in his own right. The McLaren car is great in the wet. The issue is that the McLaren pit wall (and to some extent Norris) is absolutely useless at getting tyre crossovers right. They have failed to get it right time and time again (Russia 2021, Turkey 2021, arguably Spa 2021 quali, Canada 2024, Silverstone 2024). Even if McLaren have the car and the drivers to excel in the rain, they consistently fail to capitalize on those strengths.

Hence I expect Verstappen or Hamilton to win should the race end up being in mixed conditions. I won't entirely discount the Ferraris either, but Leclerc and Sainz aren't particularly remarkable in the rain and the car still has the well documented tyre heating issues which could be problematic in a wet race.

No, that would in all likelihood be the Ferrari engine in mid-late 2019, from about Spa to Singapore. It was disgustingly powerful and probably (definitely) illegal. Toto Wolff said it had about 68 horsepower more than the mercedes engine at the time.

The 2019 Ferrari engine probably beats the 2021 Mercedes engine by 20-30 horsepower at the very least, maybe more.

Let's not take anything Toto says as anything more than a part of his agenda. Merc was running visibly more wing in every circuit entire 2018 and Ferrari rarely beat them on top speed, but according to Toto Ferrari had +20-30 HP They had a mega party mode for Q in 2019 for a few races and lower drag car for the whole season, but Toto made sure no other team can do what Merc does with their PU
