Norris caused this mess by not knowing the rules.

In such a situation, the lead car is the de-facto safety car.

So he should have a penalty for this really..
You stop the race and give a red flag. Also there are radio comms. FIA has no clue how to run the race. If he is a safety car, then he should be allowed to circle the track... And everyone that went over the line breached the rules, no matter who was first to do it.
He's the de-facto safety car, but needs a green flag to start the second formation lap. He went too soon, and (some) others followed reactively. The lead car has more responsibility, and should be penalised here for not following protocol...

Perez was 3 meters ahead of his grid spot and got 5 seconds. Obviously they have some room to choose the penalty depending on circumstances.

either just norris or all. everyone sooner or later followed norris.
Max and two or three others waited for the green light. Would not get a penalty
they waited, but it never turned green
