I don't see this as an outlier. With the exception of Brazil, the car has been slow and undriveable everywhere.
Perez seem to be on pace with Max which is an outlier by itself.
It looks worse than previous races, they destroyed their mediums in like 5 laps, while others are improving on softs at 5+ laps. But let's wait until qualy.

I know, but it felt like 15th on merit and basically this was his first quick lap of FP3. With that I mean no build up ...

Guys, it would be naiive to pin any hopes on a 0.5s off at P5, despite driving a mistake free, scraping the paint of the walls Q lap ; in FP3.
Forget Q, the car is eating tyres, may well need an extra pit stop to finish the race in P7/P8. This race is a write off, just like Monza/Spa.
A proper lowDF rear wing, that would have provided meaningful DF without much drag, is a basic thing to do. That's why historically teams have produced track specific wings for lowDF cases.
This frankenstein chop-shop rear wing is providing more drag (despite the chord chopping off, due to bad vortices) and no meaningful downforce (because there isn't enough chord depth, and subsequently it isn't effective enough in extracting air from the diffuser - a double whammy).
Top5 race finish will be a miracle. It's a massive goof up.

The chop shop work decidedly achieved some goal of increasing top speed. In Q2 Max has a top speed of 348 while SAI and LEC have 347 and 346. It's definitely still slower without DRS on though on the main straight where it pays 5kph without DRS to Ferrari, but it's not that far from Mercedes (just 1kph slower).

mm...I wouldn't go so far as that; this track is almost entirely defined by the car, there isn't much the driver can contribute, since there aren't any meaningful corners (maybe T10-T11) that can bring out the skill differences (for example if we take other high speed tracks like Spa or Monza we have corners like Parabolica or Pouhon where driver skill can make a difference)

well you can mess up the prep lap or one sector like Leclerc did, or you can underperform in a faster car like McLaren drivers

There are several corners where you can crash the car. If you can’t keep close to the limit you will loose lots of time.

Maybe arrogance? After having (probably) the best F1 car in history, the maybe decided that it was not needed and they had enough over the compitition to get away with it. Keep in mind that there is months in between the CFD fase and production of parts, let alone the timespan between discision making and having parts ready. Very likely this decision was made early in the year when RB was still sweeping up the field.

Had a look at the onboards, car is semi-decent in corners but still atrocious on straights. I don't see how Max can move up the order on track, maybe trough strategy but still a long shot. He'll have his hand full with mclarens and hamilton.
