No. This is the inside. There is a plain shroud mounted over this part that, by regulation, may not direct heat.

Are you certain that's not the outer ? Yes I know the hole "saga" or projection, which was if I understood that correctly, a hole from inside brake shroud through the shroud to outside and apparently for sensors mounting when not under timed track sessions counting for position.
IF ... this was the whole shroud we see, but the hole didn't pass through it to the brake section, effectively leaving that sealed, then input air could possibly be presented to the rim to cake tin void without impingement on that specific regulation. Cooling can be changed at various times during competitive runs without penalty of parc fermè as well.
