So what if he does. In formula 1, more often than not, the driver finishing in first after the last race of the season is the deserving world champion. They have a points gap to him. They don't really need to do much to keep the title apart from just finishing the races, which is the bare minimum required from a racing driver. If they lose this championship to Max then that would just mean they will have performed a colossal throw and will not be deserving of the title anyway.

(Had it been anyone else, such as Max, there would have been outrage if he let of the brakes and pushed the car “infront” technically off the track.
Had Lando not rolled off the brakes,the Oscar wouldn’t have attempted a cut back. Realistically, his only choice was to drive off track.
I don't like these overly proscribed rules for overtaking but rolling off the brakes is what they call for.
Oscar was able to easily slot behind Lando as was shown by him being able to do a rapid cutback. If he didn't cut back he could have followed Norris with no incident. Maybe he would have lost a position but thus happens, Norris lost places in such circumstances on multiple occasions.
