If that's all there is to it, I don't understand this approach at all. If they knew the floor was tricky, why the hell didn't they swap it out after FP1. Instead they take this huge gamble and ruin the race completely.

Eh, Max was just slow in every sector, the car just didn't have grip, at least yesterday he was quick in sec 1 and 3. I didn't really see any understeer in his lap.
Okay then, that makes a bit more sense. Because as I said yesterday, the team has way more data than we have. So if it was just about the Mexico floor, then they would have just scrapped it. Especially on such a critical period of the season.
He wasn't in reality. Verstappen was fueled for 2 runs in the last part of Q1. So Verstappen did the first lap with extra fuel, and he did the 2nd lap with used tires. On the other hand Tsunoda went out for single lap at the end on new tires. In other words, tsunoda's new tire run was 3 tenths slower than Verstappens used tire run.
