Going by Stella's sore comments about the power unit change on Max's car immediately after the race he might have their own fragile situation in mind due to high mileage on all their power units. Why would you consider the comments sore? Redbull have qualified P1 and taken a new engine and the penalty (gamble pays off sometimes, sometimes doesn't) , many times, if my memory serves me right. It depends a lot on the circumstances. If you know your engine reliability is good, you are not forced to take these penalties like Red Bull was. Second, if your engine does not lose a lot of performance over it's life, that is another reason why you don't need to take new engines. It is obvious that Mercedes engines do not drop off that much or suffer with reliability as Mercedes powered cars don't usually opt to put in new engines unless there is little to no downside (like starting in P16).
It is quite possible that Honda is different and they had to do what they did, it is nothing about "mentality". They are doing it because of math showing them that they will be faster if they do it over the course of the season.
