Of course, they are extracting all that is available in the 200ms of gear change allowed by the ruleset.

If they wanted, the downshifts would be a lot faster, as they were since ages ago. Only reason I see to slow down the gearchanges is to, effectively, partially accelerate the ICE while slowing it down with the MGUK.

It could be something as simple as cylinder deactivation as the note seems to be skipping down a notch at some instant.
Or simply strategies to improve turbo speed control for the corner exit (playing with wastegate angle, overrun)? One of the big things back in the MGUH era was corner exist driveability achieved by rev-matching the MGUH/turbo to a certain ICE RPM, not always the same for all corners, to give the smoothest power delivery.
