Sauber was screwed when teams voted to raise the weight limit at the last moment, negating most of the weight advantage that Sauber had. They had token system in place back then. The token system limited what a PU manufacturer could change from year to year. Specifically they weren't allowed to change more than 2 Major parts during the off season. Teams could change the exhaust and the head but not the intake. Well how do you change the exhaust and the head without changing the intake since both the intake and the exhause are connected to the head? It wasn't RBR that helped Honda, it was the elimination of the token system that allowed them to completely redesign the PU. There are no such restriction today.
