This graph only shows where the SLM is. It says nothing about how teams use there engines.

There is no space at all between 11 and 12, even last year Piastri couldn't pick up the throttle in his pole lap. Between 9 and 10 there's a little more space, but not so much. The shenanigans will happen between 10 and 11, there's massive time loss if you run out of juice too early in the back straight.
It's because they are recharging. They are doing it in the high speed sections because one spends less time in a high speed section that a slow speed one on any given track.
