you could definetly see Tony ram Juan on the backstretch and Juan was less abrupt when he faught back and yet NASCAR still penalised Juan 2 laps. NASCAR again making it up as it goes

I think the difference between the two was that Juans actions caused a caution. Been that way for years in the US, especially local small town tracks. But at the local tracks if you cause a caution you go to the back of the pack.
