The flow sturctures are too numerous to say the wing is doing only outwashing or inwashing. One thing is for sure: the designers are putting elements where he needs them to get more ideal downstream conditions. The footplate strakes in this case are inboard butt this roll of vortices will clearly move behind the front tyre and outward to protect the floor (perhaps the claws?) from wheel wake.

Not sure. Ferrari is one of the joy team to have a front wing loaded in the external part with the flaps. So the underside of the flaps tend to outwash the air. 1 - A loaded wing means even more suction, underneath. The air gets sucked inward under the footplate.
2 - The strakes are outwashing relative to the airflow. Of course they tend inwards relative to the car center line, but it's the airflow direction that matters. In other words, thanks to those strakes, air inwashes less.

Bingo.
Generally most of us tend to view the 'aero-map' of a car when it's pointing straight (yaw=0). Actually the 'operation' of downforce devices is in the corners when yaw=non-zero. So if we look at these strakes w.r.t the inner tyre in a corner, they will generate vortices that will block/steer the tyre squirt away from the front tea-tray/bib area.

I think so, reducing airflow separation and turbulence at the floor's leading edge would definitely be a good thing. McLaren seem to be following Ferrari in this. OTOH Red Bull and Audi in particular have much more sculpted claws that will turn the airflow much harder, so two different philosophies in this area seem to be emerging.

New wheels for better heat management. Apparently just the rears, though I’m not certain on that.

Is the Monaco wheel the previous spec and used at all previous races? Trying to figure out if the Barcelona spec is more a circuit type of upgrade to be used at faster tracks.
