Then George has done a good job and has put a gap on Charles that fits three backmarkers. What is wrong with doing a good job?
The current situation is just crazy...they clear the track and instead of restarting, they start unlapping. In this case it again cost two additional laps. This is around 4% of the race.

It is Lex Vettel.
The whole thing came up when Vettel profited several times. Not that Alonso would have had a chance to overtake (remember how difficult it was to overtake), no the issue was, that Vettel was two seconds away until Alonso cleared the backmarkers. Yuo can read tons of posts here on the old threads how bad this was.
Then we has AD21...not opening that can of worms, but also right after the race it was clear:
