1. Better measure the ICE

2. Measure the ENTIRE Power Unit: ICE + MGU-K + battery + efficiency

3. Allocate extra development based on position in Constructors', like with wind tunnel hours

These are the changes in the measurement. The changes in the distribution of aid and all that is a separate matter about which, for now, there isn't much information. But it is known that it will be addressed this week in the committee and that if it goes through, it will be voted on in the PUAC (4 out of 6 votes are needed).

From what I gathered, the changes would have the support of Honda, Audi, and RBPT (of course). I can't say yet on Ferrari. Mercedes would vote no. Cadillac's position is unknown.

The more information we get out of this, the more I solidify my opinion that this testing was custom made for mercedes engines. The first change just makes you think

Would be nice to find an official source. Better measure if one of the core judgements of performance and resulting allowances is on this measurement sounds too ridiculous to be true.
