F1 teams also use additional flaps when race is starting in wet and than if circuit dries that flap gets ripped by mechanics during pitstop (I remember seeing that done on Williams once).

Regulations allow that. BUT, you cannot change for example the front wing with a different one. All parts changed after Qual as well as the new parts are at FIA's disposity any time.
