Steering angle: The Grand Hotel hairpin is the tightest of the season, and demands the highest steering angle of the year. It is, for example, two times more than anything required at the last race in Barcelona. We also calibrate the traction control system and differential to help the car turn on the throttle.

This is a limiter which block the steering column at a certain angle. The more you can turn (low turning diameter) the less the car is stable. That's because if your steering ability allows you to turn tight, it means there is a great difference in steering angle compared to the move you made with the steering wheel. For instance if you turn the wheel at 60° with a monaco configuration, your car will turn tight, but it also means if you have a light turn to do at speed, you'll have to be extremly accurate with your move. On the opposite side, if you have fast turns to negociate, you'll prefer the car don't turn to much even with the steering wheel at full left or right, because you don't want a 1° difference to have too much impact on the result, so you feel more confortable and you can allow yourself to be less precise with your moves.
So the difference in monaco is mainly about loews, which force the teams to reduce the turning diameter.
