There is no issue, at that point of the track it is a right hand bend not a straight for which he took a standard "racing line" through the corner as he's entitled to do. Using a standard racing line as a blocking technique happens hundreds of times every race, every class, every track, every weekend.
I don't disagree with you about the guy's overall behavior (the stupidity of trying to compete with the broken wing) but he wasn't blocking illegally at any point.
