This is pointless, you absolutely want to minimize unsprung weight (Equally revolving mass). You would lose so much more than you could possibly gain with this strategy.

Yessir. Wheels are homologated from the first race. The rule was implemented in 2010 to prevent the development of fairing-type solutions. That's why Ferrari was the only team to have the now-common conical inserts that somewhat mimic the effects of wheel fairings: they waited to unveil the design until Melbourne, because at that point other teams were barred from changing their own designs in response until 2011.
