Simple: because these were different, incomparable situation. Although Webber's fault was unquestionable, circumstances were quite different to Gutierrez crash.
Vergne went very wide and slow and the gap was there. Some might say Webber wouldn't be a true racer if he hadn't gone for the pass. I also happen to believe MW when he says he suspected Vergne might have been letting him through. The fact that JEV continued mattered too. I thought that was a rather harsh penalty.
We have two reference points when it comes to questionable IMO, strict penalties for wheel to wheel driving and collisions: for wet Hulkenberg bullshit penalty in Brazil, for dry Webber in China. It will be interesting to see if stewards will be consistent and apply the same standards for Alonso or Vettel. I suspect they (stewards) know which way the political wind is blowing.
