So seeing as Mr. Eckert even suggests there is not enough allowable time to test compounds / tire sizes / dimensions etc with the current driver lineup suggests that its not entirely Pirelli's fault for the current situation Formula 1 is in.
I believe out of 365 days in the year Pirelli was only able to test 10 of those days on wets (Spa with the old 2010 Renault Tub) and limited testing at Barcelona (again with the 2010 Renault tub) however the only real feedback data they receive from teams / drivers is from Pre-Season testing (to which the first three races tires have already been produced / stress tested in the factory).
All in all, some blame must lay at the feet of the FIA for how this is set up / running (due to testing bans etc). Perhaps if they want to limit teams from doing performance testing or testing parts...just tell the teams to run the bare minimum allowable (in terms of safety so the car doesn't lose total control) in their aero package / engine mapping to run on say Silverstone or Barcelona during the season.
We have quite a few gaps in the year to allow for it don't we?
