There is little to no chance that Kubica will ever be in an F1 car again, full stop. He has admitted that whereas he would like to be in one, that he has no chance, given his lack of wrist/hand/elbow movement. Neither of them is a top driver these days, that's why RB are or should be considering them, reliable enough yes but not top. If they wanted a top driver they would have hired Hamilton. If they decide against Toro Rosso drivers and both are available they'll go for the weaker one.
