But in RBR he cannot win! Wins are for Vettel and he is number one driver always. With Lotus Kimi has better winning options, as strange as it sounds. With Lotus Kimi can beat Vettel (if car is good enough) but with RBR Kimi's best position is 2nd if Vettel finishes race. So situation is far from simple.

Why would RBR want Kimi Raikkonen, a WDC and consistent top tier driving, to play second fiddle to Vettel? Why wouldn't they just get any decent, competent driver? Why should Red Bull care who wins the WDC as long as they are driving a Red Bull car? Why would Vettel be the "number one driver always"?

Wins are not for Vettel at RedBull. They are just not for Webber, who simply is not consistent enough. Even if he starts from front row it hardly happens that he does not mess up at the start. Guys who are giving out that everybody can win in a RedBull forget that Webber does not even manage to finish second.

How do you want to know what happened behind closed doors at RedBull?
They probably did tell him to obey their commands next time.
Apart from that there is no FIA rule saying that you have to follow team orders. Actually its rather the opposite. There is (was) a rule saying that team order is forbidden. But a certain Alonso had the lobby to remove that rule for his interests.

I would have broken the GB seal at the next race to send a message to current and future RBR drivers that the team comes first.

Webber could have easily passed Vettel in Silverstone. Watch the onboard and listen when Webber just lets off the gas up to Copse.
