has any an idea where to find FIA technical directives, or are they only sent out to the teams?

Technical directives currently only go out to the teams :( Martin Brundle raised this as an issue back in Australia to Charlie Whiting in his media meeting. Charlie said there was no reason why they couldn't go online, yet we still wait :( .....
