The testing issues and the messing around with points gave me an idea. Could there be 'points' awarded for the places 10, 11, 12 with 10 = 1, 11 = 2, 12 = 3 etc. These would then correspond to testing laps available to that team. Obviously the teams coming near the back (Marussia, Caterham) would probably have more than they needed and would be able to sell them to the teams higher up. More testing for everyone and the poorer teams have something they can raise some money from.
This has obviously not been thought through properly as it only occurred to me about 5 minutes ago so be gentle.
