According to Pat Symmonds Williams had a broken fuel pump.
It has to be so annoying that even those "small" issues can take several hours to identify and quite some time fix due to the complexity of the new power trains. They lost one day of testing because of that.

There might be quite a difference between 'failed' and 'not working how it should'. The pump may well have been producing fuel flow just in the wrong manner!
