They are data aquisition sensors - Optical slip angle sensors.

That's correct. You only see them in testing though as they mount on the wheel nut and it's not practical to have them on race weekends as you need quick tire changes then. That, and also you would not really focus on data collection while a race is underway, as well as not forgetting safety issues with these things flying off on contact.

It's a (or 4) Kistler wheel load sensor.
I'm not sure that it directly measures the slip angle but they may be able to use the force data to back-calculate the slip angle.

The optical slip angle sensors you are thinking of are probably the Correvit brand units.

You might enjoy Goggling the search term "Intelligent Tire" - quite a hot topic - I liked The Apollo - second site down - computer/sensor system testing - an extensive article pdf with a lot of technical detail. Measures slip angles, all sorts of variables, all sorts of applications, too many graphs to mention.
@Chapmanlung- isn't the tech term "A Thingie?"
