Le Mans 2014 yellow flag

I was watching a live feed from a Corvette roughly around mid race (sun rise) and there was a pace car situation for what looked like track repair. After a number of laps the pace car withdrew but waving yellows remained at the work area on the track. The Corvette would slow to a crawl (1st gear) when it was is the work zone. Flaggers were on the track surface! How was this administered.... How did the drivers know how slow to go when proceeding through the work area?

In WEC and since this year Le Mans this is called code-60 or a slow-zone (heard this term from the commentators) in which drivers have to go max 60 km/h and not overtake. It is monitored via the mandatory GPS in the car and they are informed via the onboard marshaling system.

Before the safety car went back to the pits there was a reminder from race control about the slow-zone. Probably because it was new this year and to make sure drivers would not forget that it was still active.

No.
A first zone ahead of the SLOW zone will show a yellow sign with the message «NEXT SLOW» written in black,
flashing yellow light and waving yellow flag.
Cars have to slow down gradually in this zone and run not faster
than 60 KPH at the end of the zone. Overtaking here is strictly forbidden.

Tell that to the drivers who were stomping on the brakes before the slow zone. If they "slowed down gradually" there would be complaints that some drivers were trying to gain time etc.
