It does and it doesn't. It prevents anyone from dominating the series and making it a bit boring to watch after the championship has been settled with third of the season left.

Many series have penalties for good performance. It does make for tighter racing and also gives you one more field to beat your opponent through tactics. You have to count your points, positions and penalties for future. Sometimes it may be better to finish lower than where your pace would get you, just to get advantage on the next race. It's very different from the world of F1, but also very interesting.

Watching any driver/team run away and win week after week turns the sporting event into a very boring afternoon. What attracts fans and enthusiasts of competition is watching a robust and difficult fight every time they pay to enter the turnstiles or watch TV. Look at many major sporting series, and they continually change the rules to get "parity", where most teams are relatively equal and anyone can win any time.
Having a rule where winners get weight added sure sucks if you're on the team, but it sure evens the field, and makes for excitement.

Exactly. That's what made 2005 such a great season - it wasn't Ferrari in front all the time.

Although I like Alonso, the first half of 2006 was a bore.
