Pat Symonds said that going racing, just racing, costs close to 60 milion dollars. That's after you have designed your car and "paid" your drivers. That's just the cost of manufacturing all the pieces plus spares, hauling around the globe and paying the salaries of everyone involved in making all those pieces and race weekend operations.

Yeah 60 million is possible including the team hospitality expenses.

But the way F1 team travels is insane, they carry everything from refrigerators, to groceries to water.

With regard to budget cap discussion, the reason why it is opposed so much on account of being not monitorable is because a lot of cash transactions (illegal) take place which teams do not want to account for and term it as development cost. Top teams quote that the budgets are so high so that they can screw sponsors into this Ponzi scheme where money just disappears.
