Are there any specific regulations prohibiting use of diesel engines in F1?
If there are not, then which regulations would disallow usage of diesel indirectly?

well the 10.5k Rpm is a thing for gas powered engines based on max allowed fuel pressure. You just need to be able to create the same or more power with the same or less amount of fuel.
