I think it'll be JEV & GUT, with Rossi in reserve. Well planned or not, Haas need the sponsor money that those two will bring. Rossi needs to gather more $$ in order to secure a race seat. Experience, to a point, will trump $$.

It's just not sensible from a business POV in terms of bang for your buck. NASCAR offers nationwide coverage on 30+ weekends a year, whilst F1 is in the Americas for just 4 races and costs way more.

But NASCAR is just in the States. F1 would be world wide. Coca Cola or McDonalds would certainly benefit as they are world wide brands. But maybe an American brand looking to expand into other countries would benefit more. They should run two cars, one Budweiser and one Bud Light.

Both cars have to carry the same livery, So no Bud and Bud light.
Coke is all ready world wide, there is no place that F1 goes on this planet that Coca Cola isn't all ready there
It would be more beneficial for F1 to advertise on Coke cans/bottles, they would reach a greater audience then they do now

American companies would sponsor an F1 team specifically to take their brand worldwide.

That is literally the reason Haas got into f1
