so when this agreement expired in 2012 , why did Todt renew it ?
Lol funny Mercedes has done way more damage to the F1 product on the track than Ferrari have over the last 2 years. Mercedes, Renault, Ferrari and Honda all agreed with the FIA to increase token usage for next from 25 to 32, 7 extra tokens.
Mercedes could easily have voted against this to preserve it's advantage. They did not.

Do you belive that there is no difference between Ferrari, Williams, Mclaren and Mercedes? From a commercial view, Ferrari is the most important brand for F1. Even when they don't win people talk about them.
