...now by year end 2017 all PUs would have reached some sort of close performance parity, else every complaint ever uttered about development being stifled will become null and void. :twisted:

Although there will be no limit on token useage, there still will be a limit on the moments manufacturers can bring updates. Currently, each driver has 5 allocations of each component (1 extra compared to last year due we have more then 20 races). That means you can only bring 5 updates for each of the 6 components.

More allocations can be used in order to get more upgrades, but at the cost of penalties. I'm also not sure if certain parts get frozen over time, as was the original plan.

Why don't F1 engines use a blow-off valve as one of the variables for harvesting energy?

Are they not allowed?

Good news on that front at well...
Motorsport It had already been agreed to scrap for 2016 the 'black and white' parts system, which specified that some elements could not be updated after a certain points. That means items that were previously going to be fixed this year – such as upper and lower crankcase dimensions – have been freed up.

They do use blow-off valves.
Do you mean Blow Off valves for controlling the charge air pressure FW17? If you do, then no they don't use them because they are just a way of wasting energy.

Formula 1 plans to remove restrictions on engine development for 2017:-

Hallelujah! They have finally seen the light! Open development but a restriction on 4 engines per season before penalties are incurred. Perfect.

This should see the engines being to become more level and hopefully in a few years time they can potentially freeze development again if it makes sense to do so.
