Well, actually, their strategy makes the most sense. Spend all tokes before Monza. Then build for the 2017 spec.

Yea, that's what I meant.
Can we say that PU development went according to plan, unlike Renault's (huge setback last year)?

So other than that one article has it been confirmed or stated anywhere else that the tokens were used as a combustion chamber upgrade?

I would say the development has been successful judging by where Hass qualified in Monza. Q3 is no easy feat with a back midfield car on a track like Monza. That had to be the upgraded engine doing all the work.

Yes they do. Sauber, however, doesn't.

So Sauber are not taking a 2017 engine...

Reading between the lines, does this mean Ferrari are making a big layout change to their 2017 unit?
Looking at Toro Rosso now it would be truely bizarre for Sauber not to take it.

Significant changes are planned for 2018, but even if 2017 unit will not be a "big" change its specification will not be frozen for a while.

Due the changes to technical regulations developing car for next season is not a small deal. I can understand why organization like Sauber decided to avoid pain coming with integrating new engine into new car at, relatively, late stage of the development.

It makes a lot of sense really, they'll be getting a cheap power unit that they already know the intracasies of in terms of packaging, cooling, etc - which whilst it might not be the best is certainly not a bad unit - and they can spend all that save money on chassis, aero, etc, right where there's a major regulation change and probably a lot more low-hanging fruit.

Law of Diminishing returns.

And remember Ferrari's 2017 power unit could look very different yet only be 2% more reliable, or 2% more powerful.. For a mid-field team like Sauber, the design hours and extra cost to fit this 2017 engine can be better used to making the Chassis faster, say 5 tenths.

Nope. It will be an extreme departure, that is why they want to squarely focus on the chassis. To much time and resources to divert to redo all the piping and heat exchanger plans, plus other things like new heat profile in CFD/windtunnel that will come with the new engine.

I was wondering, who will be in charge of the 2017 Ferrari chassis?
Because Mercedes have Costa, RedBull have Newey of course, McLaren have Promodrou, Torro Rosso have Key....
So all these teams have the best of the best for these 2017 chassis rules.
But Ferrari, we know they lost Allison a few months ago. So they dont really have a master now?
That seems to be a very negative situation for them , especially because next year chassis rules will play a key role !
