Unlike in MotoGP, they also use the Sepang Circuit as a preseason testing venue last many years. Sepang Circuit is also suit for F1 preseason testing.

Too far away, the spanish circuits can easily be reached by road from the UK, Italy and Swizterland. You'd just end up with lots of extra freight costs for no tangible gain, the point of the limited testing is to keep costs down, its a bit pointless if you make them all fly over to sepang.
