A Formula 1 budget cap would suit us, says Williams

Claire Williams believes the introduction of a budget cap in Formula 1 would suit her team because of the efficient way it already uses its modest funds.

Budget caps were considered by then-FIA president Max Mosley as a way of attracting new F1 teams for the 2010 season, but the idea never ultimately got off the ground.

The notion has come and gone from the agenda since but last month, new McLaren executive director Zak Brown came out in favour of the concept and Williams believes it would also suit her operation.

The subject is set to be on the agenda in the coming months as F1's new owner Liberty Media looks at ways of distributing funding to teams more equitably.

While Ferrari has a budget of around £330million, Williams operates on around £105million.

"Liberty have talked about trying to bring distribution of income to a much more equitable level in order to make sure we have a sport that thrives and is sustainable into the future," said deputy team principal Williams at the recent SPOBIS summit in Germany.

"Williams is an independent team and our budget's around the mid-point among other teams in our sport.

"For us in the middle, it gives us quite an exciting future because if they do bring about a more equitable distribution of income, obviously we will benefit from that.

"We are a team that is able to thrive at that mid-range whereas bigger teams might have to compress what they do, maybe make people redundant if they put a cap on the number of employees or put a cap on spending through budget caps.

"So we're looking forward to getting round the table and having those competitions."\

One key change Liberty has already made is appointing Chase Carey as chief executive of F1 and moving Bernie Ecclestone to an honorary role as chairman emeritus.

Williams praised Ecclestone for his work during a 40-year-reign at the helm of F1.

"We were waiting to see if Ecclestone would retain a place around that table with Liberty and it transpires he won't be involved on a day-to-day basis," she said.

"He's been given the title chairman emeritus, so we'll have to see what that means.

"F1 is what it is today because of the work of Bernie.

"He has done some phenomenal things to transform this sport into what it is today.

"It has an audience that outstrips so many other sports around the world and generates hundreds of millions in sponsorship over the course of one season.

"No one should take that away from Bernie."

He comes to Williams during a period of significant transition. Much has changed at the team’s Grove HQ since the flag dropped in Abu Dhabi last November. Confirmed team-mate Valtteri Bottas has departed to Mercedes, to be replaced by the unretired Massa, while Pat Symonds, Christian Silk (engineering project manager) and Jason Somerville (head of aerodynamics) have also moved on. Meanwhile, Paddy Lowe has left Mercedes to rejoin Williams, a team he served from 1987-1993.

Motor Sport can reveal that Stroll will be working with race engineer James Urwin and performance engineer Paul Davison – and this far the Canadian is said to have made a positive impression on his new colleagues. He is also said to have transformed his physique, further evidence of application and a work ethic that have never been questioned.

Interesting reading for sure, but I think that for now it is clear to everyone, that Stroll has talent, his titles were achieved not only on money but on merit also and he is probably mature enough for F1.

WILLIAMS APPOINTS DIRK DE BEER AS HEAD OF AERODYNAMICS
16 FEB 2017


WILLIAMS MARTINI RACING is pleased to announce that Dirk de Beer has been appointed as the team’s new Head of Aerodynamics, and will join the company on 1 March 2017.

Dirk arrives at Williams with a wealth of experience. He began his career at Swift Engineering, where he worked primarily on IndyCar design and went on to enjoy a brief spell at Sauber F1 Team as an Aerodynamicist, before joining Renault (Lotus F1 Team) in 2008.

After five years in the role of Head of Aerodynamics at Renault he moved to Ferrari in 2013 as Chief Aerodynamicist, where he worked until announcing his departure from the team last season.

Commenting on the announcement Dirk said: “I am extremely pleased to be joining Williams. The team has an incredible heritage in Formula One, and I’m proud to now be a part of that. I’m looking forward to working with Dave Wheater and the Williams aero team to help continue driving forward the development of the car throughout the season and beyond. I would like to thank Williams for giving me this opportunity.”

Deputy Team Principal, Claire Williams added: “We’re delighted to have someone with Dirk’s vast experience joining us. Having spent several years as a Head of Aerodynamics in Formula One, his knowledge and technical expertise will undoubtedly be a great asset to the team in our continued push to restore Williams to the front of the grid.”

A new boss of aero at Grove

Williams Martini Racing has confirmed that Dirk de Beer is to be its new head of aerodynamics, joining the company on March 1. Stories of this happening have been circulating since last summer when he disappeared from Ferrari, in the days after James Allison disappeared. De Beer arrives at Williams after a long motosport career, beginning at Imperial College in London where he was trained. His first job in the business was with Swift Engineering in San Clemente, California, where he worked on the design of IndyCars until the company quit the series in 2000. He then joined Sauber in Switzerland where the team was working a vast wind tunnel that was opened in 2003. De Beer became principal aerodynamicist with the Swiss team until it was taken over by BMW and he decided to move to Renault in 2008, where he worked under Dino Toso until the latter was forced to stand down because of illness and de Beer took over the role, working with technical directors Bob Bell and then James Allison. De Beer followed Allison to Ferrari, but now heads to Williams where he will work with Dave Wheater, a former Enstone colleague, who has been the Williams head of aerodynamic performance since the end of 2014.

De Beer will take over the role that has been held since June 2011 by Jason Somerville, who had a record in F1 with Lotus, Toyota, Williams (a first time) and prior to that TWR and MIRA, following his studies at Loughborough University of Technology in the late 1980s.

In recent days, Renault has also announced a new head of aerodynamics with Pete Machin joining the team from Red Bull Racing in July. Machin has been at Milton Keynes since 2002 when the team was still Jaguar Racing but he was previously a CFD Engineer at Arrows from October 1997 to April 2002, after starting his career in aerodynamics with Bombardier Aerospace. The team’s current head of aerodynamics Jon Tomlinson will (in theory) become Machin’s deputy.
