The RB13 does are this trait. Is the whole package so tightly wrapped that they have basically done away with most of the cooling tunnel and just have the small exit vents at the wishbones?

No they aren't. Look at Mercedes as an extreme example. So different. They have a good engine, just put as much wings and stuff above the car, brute downforce which is more reliable rather than chasing complex ground effect difusor tricks. Mercedes don't rely too much on the Diffusor perofromance.
