I very much doubt that last assumption. This was certainly the case for many years until Sommer 2016 when the new owners bought the team. Now, if you have a look at the C36 thread, you can see that there are ongoing developments on the car.
Of course, the ressources are not comparable with those of the top-teams. But it should allow Sauber to fight with ToroRosso, Force India, Haas and that alike.
The question is rather if Honda sorts out their PU issues and if Sauber is still possible to built competitive cars with the ressources they have.
