Do teams have (basic) telemetry from other teams?

I think the teams have the ability to look into GPS data from the other cars. Do they have this graphs, like the picture, from other cars as well? Or do they create these from that GPS data?

(Correct me if I'm in the wrong place for this question)

I think GPS, speed and gear data is available from FIA, these plots can then be easily back calculated and compared to their own data
