Mclaren by definition.
Mclaren also doesn't built the engines for their street cars. But when you buy one you expect Mclaren to ensure that the thing doesn't blow up in a puff of smoke and oil on the way back from the dealership. You don't expect them to point to Ricardo/ MHI for answers.
As a manufacturer you are responsible for the product and all the parts that go in it. Certainly if that part is custom built for you. You can say that a Honda engine has failed, but that also means that the Mclaren oversight over the process has failed.
And you can bet that by now Mclaren has a team on the ground at Honda and every aspect of design, testing and manufacturing has to be approved by them. If they don't have that, then they really don't care.
