Does anyone knows why merc runs the 0.9 engine (already at spa) while they're entitled to the 1.2 version ?

Maybe 0.9 is what the engine prefers. Too much oil can't be good for it is a posion in the fuel. Probably reduce engine life, varnish the parts or something like that.

Apparently because there was a gentlemans agreement not to introduce a new engine at Spa and to overcome this Mercedes agreed to meet the 0.9 rule at Spa.

Who said that they're running 0.9? It seems odd to me. Especially early switch to new PU

Toto did. Although I believe they did that so that if they need to, they can absolutely run at the higher limit to beat Ferrari.

Wonderful to see that they are using a simple piece of foam as a spring/center gizmo on the shifting paddles.
It probably helps achieve a more analogue feel to it's operation too.
The push buttons (the little silver nipples) would most likely return the paddle to center, the foam is most likely there to and prevent knocking and rattling.

How is the steering wheel secure/locked to the steering shaft?

I think I see a large C-clip like blade but it does not seem tethered.

They all use Quick Release for many years.

The steering wheel is splined to the end of the steering column, this keeps the two aligned. the release mechanism has ball bearings pushed into a groove in steering column by springs, this secures the wheel to the column.
When the release collar is pulled towards the driver, the bearings are disengaged and the wheel can be removed.

Apparently Merc will introduce some upgrades to improve high-downforce performance, but Bottas says only after Singapore. It occurs to me that when they are giving interviews they are really confident for the Championship battle, like OK we know we will suffer in Singapore, but after that it's spot on.

It would not surprise me to see the updates in Singapore, and that Bottas's statement was just a dummy to through people off.
