As for liberty crew implement a budget cap in 2020, it would push Renault Mclaren Red Bull Merc Ferrari to spend even more this year and next year to gain any extra advantage they could, knowing they would make the money back in the budget cap era you suggest. Spend it while they could would be the way to go. Force India cant compete with the Mclaren and Renault teams. They dont have the finances to do so. Renault and Mclaren are coming strong this year and next.
How about a wager on it ? Renault and Mclaren to finish ahead of Force India in 2019.
I don't quite fathom how they can prepare for 2020 and beyond in 2019 with areas tied to regulations unless they have Jean Todt's almanac! With the engine and gearbox, if the Mercedes engine still has the upper hand, then there shouldn't be any concern in that area. The comfort of having an endless kitty was they could experiment and take risks in all areas, but once a budget cap is implemented, they don't have the comfort and don't have to know how to work in such a restricted budget.
Force India is a savant in that respect, so I'll take your wager (don't really care about 2019) and add to it that if there's a budget cap, expect Force India to beat Renault and Mclaren handsomely, see me in about 3 years time.
