Other media aren't reporting this because it's not true (or backwards).
Force India only just finished the car in time for testing, they have the 2018 chassis on track but parts are playing catch-up so a lot of pieces on the car are from 2017.
OK, was going through the Ted's Notebook on youtube, and he said that although the chassis is new,
The Rear Wing, The Front Wing and the Bodywork are all from last year, and will considerably change come Melbourne.
For sure the front and rear wings are from 2017, also barge boards and smaller pieces like turning vanes. Floor is very similar but I don't think it's actually a 2017 floor.
What is new on the car are the tub, sidepods, airbox, front and rear suspension, these parts are very unlikely to change again this year. Wings and small aero details can change, the rest is more or less set in stone even at this stage.
