Possibly they are trying used SS, to really mimic a race start with used quali tyres?

Vettel seems to be faster then Verstappen while carrying more fuel on board (Max further into his sim).

Possibly they are trying used SS? Sort of a 1st race stint, only in different order, so full fuel? I don't know if they had time to refuel though.

Or maybe the fact that it's a first stint vs. a last stint... quite a lot more fuel

Newey said in his book that RBR ran an entire pre-season (2013 i think?) at full fuel loads to mask their pace.

That alone makes me look far more at the consistency of the lap-times over a stint than the actual times themselves.
