That makes no sense, because if that were true they would run low downforce wings everywhere. F1 cars get most of their cornering grip via downforce, thus, reducing downforce means lower cornering speeds(unless you're talking Eau Rouge, for example)Red Bull have been known to be able to run low downforce rear wings without losing cornering speeds.
RB runs with less RW angle than Ferrari or Mercedes everywhere and they keep it up nicely.
