I think LM meant the date the tyre choice was made, not whether they could make the tyre choice.
Lead times on the tyres are 3-4 months, the selection for Aus was made back Nov/Dec last year, so the tyres for Spain may have just been selected after pre-season started.

Correct me if I am wrong but Bahrain was a fairly clean race. I would not say that a VSC on lap 2 for 3 minutes had any effect on that race. Sure it was a strategy race, but all races this year will be like that. This could be the one. Expecting merc to be 100% back so hopefully ferrari has used the first 4 to understand their car and make it a close one
