YES: Don't count KERS testing toards Km/Yr allocation.

I think that if the cars are running the KERS system, and not 2008 aero updates, then their mileage should not count towards the season Km limit.

If we have the 5 way title fight go down to the last few races, that is going to hobble the top 3 teams in terms of preparing new technology for next year, while fighting for the title this year. That means that the 2 losing teams of the top 3 in the fight will lose the championship this year, and be way behind next year.

I agree completely that KERS should be allowed unlimited testing, but only from a date set by the FIA. That gives everyone a deadline to have the systems finished with no allowed testing before hand.

With new tech as radical as KERS, the FIA would be stupid (not that they are not already...) to expect it to all work "out of the box".

I voted NO as it's impossible to police the alternative.

At the end of the day the concepts etc don't have to be tested on an F1 chassis...

this is a difficult thing. I'm dead against much testing. Teams should test it in their allocation. but to overcome the forces against KERS I would be prepared to make exceptions.

You dont think that it would be a simple thing for a team to declare that this chassis is has a KERS installed, as well as running 2009 aero?

I would even allow 2 cars per team at the test. If one is 2008 spec, and the other 2009 spec, I simply wouldn't count the mileage of the 2009 spec chassis. I also believe that there are FIA officials at all test sessions, so I don't think that it would be a difficult matter to police.
