Yes it was reported in Autosport live.
The cars are locked in park ferme rules in Q1 so if understeer wasn't a problem in Q1 then how could engine mapping and rear downforce make such a difference in Q2. A gust of wind is the more likely answer then heavy rear downforce and engine mapping.

Not only that but it wasn't a problem on his first lap in Q2.
It was the one run at the end of Q2 that he had understeer and not the whole of Q1 and Q2. They can't play with the differential once qualifying starts and so your theory is invalid unless something broke. A gust of wind is the most probable explanation.
One could almost call them "Size Zero"
