There's a bottom extension.
Extension is there on Ferrari since air is naturally going down towards the inlet, it's not being directed there by mirrors. To not have that extension would mean disturbing the air entering radiator intake.
I think you were conflating wake mitigation with directionality of the wake by saying the flow-through-mirror being present on another car negates the possibility that Ferrari could have been trying to direct airflow with their intro-spec flow-through mirror. Each, as you point out, has significant geometry differences unique to each car.
Mirror arms also worth considering here. If aero neutrality only was the goal, why no mirrors with thin supporting stalks, something like RB's pitot tube:
Most teams instead using larger than necessary, structurally inefficient, redunant guide vanes to hold the mirrors.
