I think this quote makes it clear that they know what exactly to do but they don't have the time and resources especially with wind tunnel and CFD restrictions to execute the solutions for this year.
You won't need 4 months of R&D if you knew exactly what to do, strictly speaking. I think they narrowed down the problem and of course have rough ideas for the solution but there's no definite answer.
Well, like it has been said before, this car is fundamentally flawed. This will probably mean that they need to switch to a new concept, which doesn't make 4 months that long of a time.
May include new crash test?

3-4 months sounds like a repackaging/sidepod job + new tub. No point in that this late in the year

If this car had arrived in Melbourne, flaws and all, they could probably have sorted it out in-season, but to try and fix it now is a waste of man hours and financial resources. It's the right thing to do to switch early to 2019.
Q: (Stefano Mancini – La Stampa) Kimi, will you help Vettel to win his championship this year?

In all the James Key excitement, another major development, Stoffel gets a replacement chassis.

About the whole James key contractual decable, from what we know Mclaren might have 3 options to consider:

1. Give monetary compensation for early release, which is not ideal given their poor financial situation, but get James to start work sooner and have a greater impact on next year's car.

2. Give them Norris. He might succumb to pressure and loose confidence or he'll answer doubters, gain experience in the process and might follow Verstappen's trajectory in F1. It's a gamble though, since he's being beaten by Russel in F2 right now.

3. Just wait and make Key serve gardening leave which will mean less time to adjust in team and impact on 2019.

Just because he is on gardening leave will not mean he is wasting his time. He will be shielded form Knowledge of the STR, but can be catching up on Mclaren

If it is 3 months, he will turn up at Mclaren knowing all the history and having had access to all the data will either know exactly where he wants to go with his 'clean sheet' car ( prob not for 1 year) or having a very good idea of where this years car is wrong and what he wants done to it over the winter so he is starting with a workable car for next year.

Some times it is called gardening leave because you clear out all the old growth and plant the seeds for next year in nicely weeded rows

That is exactly why they have gardening leaves; so you can negative the advantage to rivals by delaying a person's arrival and filling the position lost. Protecting IP is another reason too. If such was the case Simone Resta wouldn't have joined Sauber immediately.

What is to stop him reading manuals from Mclaren etc?

Gardening leave is to stop any information going from the company he is leaving, no to stop him learning about the company he is going to. He will be expected not to use anything he knows from STR until he becomes a Mclaren employee, but he can still 'catch up' on Mclaren, he can not implement anything he discoverers, but he can be ontop of the job when he starts.

Reading manual and listening to hearsay is not the same as actually working in a team.

It was reported he's still working at Toro Rosso.
